Medical Director | Robert K. Orr, Jr. D.O. FACEP
Dr. Orr has been Tri-County’s Medical Director since 1992; he also served as Medical Director from 1985 to 1989. Dr. Orr is a former paramedic and is a graduate of the National EMS Medical Directors Course. He is “Board Certified” in Emergency Medicine by the American Board of Emergency
Medicine. Additionally, he is a “Fellow” of the American College of Emergency Physicians and is a member of the ACEP Michigan Chapter. Dr. Orr has served as Medical Director for numerous EMS education programs, advised the State of Michigan on use of AEDs in State vehicles and buildings, and is active in many other emergency medicine related pursuits. In 2016, the Michigan College of Emergency Physicians honored Dr. Orr by awarding him with the Emergency Physician of the Year Award for his Emergency Medicine and Pre-Hospital Care Commitment. In his spare time, Dr. Orr is an attending physician at McLaren Greater Lansing Hospital.

Bill joined TCEMCA in April 2022 after retiring from the fire service after twenty-five-plus years of service. Bill also worked as a Law Enforcement Officer and has been in EMS, working as an EMT, Specialist, and Paramedic for over 30 years. He has been an instructor for many years in EMS and the fire service. He also is an American Heart Association Instructor for CPR/First Aid/AED/ACLS/PALS. Bill served with FEMA on the Michigan Disaster Medical Assistance Team being deployed multiple times across the country to assist during disasters. Bill served multiple times as the chair of the Agency Directors for TCEMCA and was on the Board of Directors for over two years prior to his role as manager of operations.

Melissa joined TCEMCA in April 2016. Melissa brings over 8 years of EMS experience to the TCEMCA office. She has worked as a paramedic in both Livingston County MCA and Tri County Emergency MCA. Melissa also holds Firefighter 1 & 2 Certifications and has served as a firefighter.
